Is 21, (Combat Loss Directive) a Move and Do?

Is 135, (Multiple Ship Transfer) a Move and Do? If so, does the origin fleet or the target fleet move?

If you go to the input page and click on action codes, you will see 21 is a move and do and 135 is also a move and do.

As to 135:

Action Code / Fleet #1 / Build Code / Fleet #2 / Spec.#
Action Code / Fleet from / Ship Build Code / Fleet to / # of ships

What ever fleet is in position 1 is the fleet moving.
